As an intermediate link to connect the long-distance pipeline of natural gas, the gastransmission station boasts the functions of emergency shutdown, off-take, pressure boost,pressure regulation, measurement, separation and filtration and regional cathodic protection.The transmission station is busy every day. Due to lack of an effective execution system,personnel bustle about but work inefficiently. The management bottleneck should be resolvedby improving the basic management level.Concerning the basic management problem facing Gas Transmission Station A, this paperintroduces the PDCA Circle Theory, analyzes the station management status through thePDCA-OPPT management and diagnosis model and finds out the major reasons for theproblem. Besides, an optimization plan targeting at improving the current managementsystem is designed:1) adjust the workload based on a work saturation degree analysis,;2)readjust the work responsibilities so as to establish four work period tables for GasTransmission Station A to guide the daily work of every personnel;3) optimize the workflowand work standards of Gas Transmission Station A and improve the work efficiency;4)Combine the work responsibilities with the facility and equipment management in the stationthrough the dependency management to eliminate the management dead zone;5) improve thedaily working mechanism in the station, improve the inspection and assessment system andpromote the lean management;6) establish the new training model and incentive mechanismand improve the comprehensive qualities of the personnel. Besides, through the evaluation ofinternal audit results, analysis of questionnaires and experts’ investigation, theimplementation effects of the plan on Gas Transmission Station A are evaluated. At last,based on the in-depth analysis of the evaluation results, a design plan for a new managementmode in the station is put forward.By studying the application of PDCA Circle Theory, it is found that: as an applied theoryfor basic management, PDCA Circle Theory can help effectively solve the problem ofstandstill of grassroots management, eliminate the repeated occurrence of “low standards, oldproblems and bad habits,†so it is very suitable for the daily management of GasTransmission A. |
