Today enterprises seek to become perceived as a best employer. This is not only in a pursuit of branding, but also an acknowledgment that enterprises need recognition from society as part of firm retention and growth. In this process, these enterprises become a preferred employer for professionals not only through the "best employer brand",but management also hope their own experience and achievements are "advertised" compared to other organizations.People ask what kind of evaluation index systems and methods reflect the characteristics of the best employers? The reality is that the variety of employer survey index evaluation systems and methods are not usually comparable. What is the significance of the best employer evaluation? This paper attempts to answer these questions.This paper examines by case the employee level of the enterprise, human resource level, resources management level and the level of social responsibility level of the best employer. This examination is in a three dimension evaluation index system and structure to study the best employer evaluation index. This examination also studies their suitability for China’s national conditions and best employer evaluation index system.Based on the author’s personal experience of four annual employer surveys in Dalian and through a detailed and wide reaching examination of domestic and foreign literature, this paper attempts to define the best employer in concept, and compare evaluation index systems domestically and abroad. Subsequently this paper performs scientific analysis and evaluation of the criteria for each evaluation index.This paper analyzes the top ranked best employers in Dalian using five evaluation dimensions and thirteen comprehensive evaluation indexes; then conducts a case analysis of the fourth annual best employers survey in Dalian city.In conclusion the authors proposes the establishment of a national evaluation index system for best employers, illuminating management practice integrating social meaning and justice.Primarily, a system engineered to be a comprehensive evaluation index conceptually designed to integrate evaluations of employee and societal concerns to be a "best employer enterprise evaluation index". A three dimensional examination of the employers systematic integration of management, practice and social responsibility. The best employers are not just evaluated on high performance and high employee satisfaction but also public respect of the social responsibility of the enterprise. Secondly, the best employer evaluation, should consider5factors:the degree that enterprise strategy matches human resources practice,company operational management and sustainable development; enterprise culture; employee satisfaction with corporate reputation.Thirdly, in the index system should closely reflect Chinese employers management practice.Fourthly, the best employer evaluation should reflect diversity and be logical.
