As the strategic human resource, the senior managers of state-owned enterprises not only organize the production activities, but also promote the enterprise development. The senior managers’competences are the important factors to the development of state-owned enterprises. Therefore, this study focused on the foundation of the competency model which refines the competencies of state-owned enterprises’senior managers.As this paper’s research method, grounded theory was widely recognized by the international academic circles. Its operating procedures strongly overcome the lack of standardized research methodology in the past qualitative research methods. Compared to quantitative research, qualitative research considers more about the situational factors and human factors in management issues. This paper guided by the grounded theory studies the establishment of state-owned enterprise executives’competency model, which is extremely important to theoretical and practical significance.The study is divided into five chapters.The first chapter briefly discussed about the background and the significance of the research, and gives an outline of research methods and technology roadmap. The second chapter provides an overview of the conceptual framework of competence, and reviewed relevant competence theory and competency models at home and abroad., which serves as the theoretical basis of this study. Meanwhile, we also review the theoretical approach about the grounded theory, which serves as the methodological basis of this study. By taking the key behavioral event interviews, focus group interviews with the senior managers of state-owned enterprises, the third chapter extracts the key behavior events about the leader competence. With the grounded theory and the qualitative analysis software ATLAS, we extract the competencies from the interviews and summarized competency dimension. At last we establish a common competency model of senior managers of state-owned enterprises. By conducting a questionnaire survey,the fourth chapter test the constructed competency model. Meanwhile, we compared the competence of senior managers in different management levels.
