Along with the acceleration of the process of global economic integration, the proportion of military enterprises in the national economy is growing, in this critical period of industrial restructuring, how to improve the comprehensive competitiveness of enterprises through the strengthening of the human resources management has become a major problem which all enterprises need to face. Chinese Weapons Institute as an integral part of China’s military enterprises, the Institute’s senior manager plays the role as the heart and soul of Institute, how to improve the inherent and external qualities of the senior managers of the Institute to speed up the Institute development is a problem worthy of attention. Human resource management model based on the Competence Model provides new methods and tools to solve this problem for us.The major work and innovative achievements of this paper are as follows:This paper first analyzes competent quality of research in the field of the status quo at home and abroad, filters and generalizes the manager’s competency which summarized by predecessor managers, based on the research, we build a manager general competency dictionary; followed by arranging the job of the senior managers of the Institute of Shaanxi Province weapons information, we collect some competency data of the senior managers of the Institute of Shaanxi Province weapons by using functional analysis;then competency data collected by seven senior managers(who are form the northwest Ordnance Bureau and the 202 institute) behavioral event interview, last through the functional analysis and behavioral event interview 36 competency managers Universal competency Dictionary to compare, the competency screening out of the 34 senior managers of the Institute of Shaanxi Province weapons.Through literature research, functional analysis and behavioral event interviews collected 34 competency formulated as indicators of the questionnaire, the use of the questionnaire method the seven weapons Institute of Shaanxi Province and Northwest Ordnance Bureau 130 people conducted a questionnaire survey; then use SPASS17.0 factor analysis of the survey data, get 7 build competency model competency factor, and questionnaire data reliability analysis, named after the seven competent factor to establish 34 contains seven dimensions competency senior managers of the Institute of Shaanxi Province weapons, according to the Institute senior managers responsibilities differences establish competency model contains:General competency, competency management, competency pyramid model and job characteristics three qualities the hierarchical description; final analysis of the competency model in the Shaanxi region weapons Institute.
