High Speed350km/h project is currently the key technology import project ministry, its operating routes preliminarily determined for Beijing-Shanghai high iron. Speed350km/h project involves the range is very wide, including pre-project technical preparation project manufacturing process control, trains on-line operation commissioning, project logistics management, project cost, quality control, high-speed railway project operation and the corresponding service safeguard management etc. One of the construction project has invested more, large scale and long life cycle, involve wide, vulnerable to natural condition and social characteristics, such as environmental factor influence from the decision to operation phases is fraught with lots of risk factors, than the average of railway construction, has increased the difficulty of wider risk mechanism, such as high iron successful execution of setting a lot of obstacles. Based on this, the understanding of the problems with your own work practice and predecessor’s research results of high speed rail existing in the construction of risk problem rethinking and recognition.High iron engineering construction projects according to the characteristics of the high iron project construction, project life cycle is divided into four stages; And the goal of the project, time, factors and so on many kinds of decomposition method is introduced into the railway construction project risk recognition, Risk estimation research will risk coordinate is introduced into the railway engineering construction projects, At last proposes the monte carlo method based on neural network and the comprehensive evaluation method, in each a specific research has a corresponding examples are explained.In fully absorbing&referring to home and abroad risk management related theory and based on the knowledge that will carry on the following job:(1) High speed railway project decision-making risk management of the general principle. From the basic definition, the risk of railway engineering construction projects according to different classification standard classification, studies the railway construction project construction period, and gives the phases of railway construction project risk management process and target;(2) High speed railway project of the decisions risk identification;(3) High speed railway project decision-making risk in the estimate;(4) High speed railway project risk evaluation of the decisions;(5) High speed railway project risk response strategy analysis.This paper adopts theory and examples of combining research method of railway engineering construction projects for the risk management research, puts forward problems on the basis of, first of general principles are introduced, emphatically to risk identification, estimation and evaluation is studied and for railway construction project risk strategies is analyzed, and obtain the final conclusion.
