In recent years, wind power is developing rapidly all around the world, as of the end of2011, the total installed capacity in our country has outnumbered that in America, and ranks No.1over the world. The rapid development of Chinese wind power industry leads to the increasingly intense competition in the market, and the benefit space for enterprises are becoming more and more narrow, and the performance management has become a significant problem in the enterprise management. At present, wind power is an new industry, and the foundation of performance management in the wind power enterprises are very weak. How to design the performance assessment system for the characteristics of the wind power enterprises, there is no experience to be draw on, and it is still in the stage of exploration. Many wind power enterprises copy the performance management system in the thermal power enterprises, but such system has lots of disadvantages as it can’t promote the work enthusiasm of the employees. The existence of the performance problems is becoming the roadblock of which restrict the development of wind power enterprises.This paper take the C Wind Energy Limited, Liaoning branch as the study object, analyzed the problems existing in the company’s performance management system, and drew up the company department performance assessment management system based on the company’s general strategy and performance objective, through combining the actual characteristics of the enterprise and drawing on the methods of Balanced Score Card and the Key Performance Indicators (KPI), and put the performance assessment system into effect. This paper is divided into six chapters, which are:Chapter I, mainly stated the study background, main contents and study methods, as well as the current situation of the performance management in the power enterprises at home and abroad.Chapter II, made a summary about the relative theories for the performance assessment and department performance assessment, and made a key analysis on the methods of department performance assessment.Chapter III, made an analysis on the current situation of the performance assessment of Liaoning branch and made an exploration on the existing problems.Chapter IV, combined the development strategy and objective of Liaoning branch in the department performance assessment system of Liaoning branch.Chapter V, the implementation of the department performance assessment system of Liaoning branch.Chapter VI, elaborated the main conclusion drew from the study in this paper.
