As China’s quick urban rail transit construction development, BT (Build-Transfer, abbreviated as BT) construction mode is getting more and more extensive use. This mode can reduce the pressure of government finances to meet urban rail transit construction and improve the efficiency of investment management. At present, the development of BT mode in foreign countries has already become more and more mature, in the field of construction in our country is just emerging and still in its exploration and groping stage. There are many parties involved in the BT project, and they don’t have clear understanding of the risks, resulting in disputes in the process of project implementation, even can’t succeeded repurchase. Based on the perspective of BT project construction side, the article studies the risk management of urban rail transit BT project, to improve the efficiency of private investment in infrastructure development and to improve success likelihood of the project.Firstly, through analysis of extensive literature, reviewed the research status of risk management and BT project risk management, combed the BT model concept, interpreted the parties involved in the relationship, and further analyzed the risks of BT mode. All these studies have laid a foundation for further understanding of urban rail transit BT mode and risk management.Secondly, urban rail transit BT project risk analysis and countermeasures. Use the risk identify method of basing on theory research of BT mode operation procedure of urban rail transit and established risk identify list. Then the article build a fuzzy comprehension evaluation model on the entropy weight method, evaluate the risks level, conclude the urban rail transit BT project higher, general and lower risks. Then proposed countermeasures.Finally, combined with the Shenzhen subway line7as an example for case study research. Established the project risk identification list and evaluated the risk. Then proposed countermeasures and rationalization proposals against risk factors. The case study research is just to give some reference and limited ideal.
