Research On The Functions Of The Government In The Construction Of Innovative Cities

Since entering the21st century, the economic functions of cities have shown new trends of the development of traditional industries to high-tech industries, manufacturing to R&D and moving from production to service and innovation. The national technology conference raised the innovation to the national strategic level and proposed the goal of establishing an innovation country in2006. As the basic unit of an innovative country, the innovation cities can promote the development of the innovative country. The paper foucses on the functions of the government.The purposes are making the cities developping and providing a theoretical basis for the construction of innovative cities.About the construction of innovative cities,the developped countries do very well.This paper studies the experience of the United States, Japan, the United Kingdom in the process of building the innovative cities, they provide reference for the construction of innovative cities and the functions of the government. This paper analyses the new features of the innovative city,then proposes some challenges of the facing of the government.The government functions have some problems which are dislocation, offside, vacancy in the process of building the innovative cities.The government should transform the government functions from thought, priorities, mode to meet the construction and development of the innovative cities.
