The Research On The Government Functions Of Suzhou In The Development Of Community Supported Agriculture

In recent years, the rapid development of agricultural industrialization in China, agriculture realize the high efficiency and high yield. At the same time, agricultural non-point source pollution and food safety problems have caused people to reflect on the way of agricultural development. In China,people began to explore a kind of agricultural production and operation mode which can not only eat at ease but also help the sustainable development of agriculture. Community Supported Agriculture(hereinafter referred to as CSA) is a new kind of agricultural production and operation mode, it’s direct goal is "organic food, low carbon consumption, ecological environment protection",it’s core value is "risk sharing, benefit sharing, trust and support",it’s development vision is "mutual assistance between urban and rural areas, sustainable agriculture, green life".It is the depth of the value of agricultural,and in line with the current construction of "resource-saving and environment-friendly" society, and to achieve sustainable development of low carbon concept of sustainable development.Thus people set off throughout the country to explore the development of the CSA boom in China. Under the influence of the domestic environment, and the growing demand for organic of citizen, CSA began to develop in Suzhou., and the development trend is very good.CSA is a multifunctional agriculture with economic function, social function, cultural function and ecological function. The development of CSA in Suzhou will not only help to promote the construction of ecological civilization, but also contribute to the transformation of agricultural development mode. While helping to improve the agricultural economic function of Suzhou, it will play the agricultural ecological, cultural and social functions,and support the reputation, "Land of fish and rice" reputation,of Suzhou. But CSA is in the process of development, it is necessary for the government to play a role in promoting the development of CSA.Taking Suzhou as an example, this paper studies how the government can perform its functions effectively, and promote the development of CSA. Around the research purposes,in the related data at home and abroad and based on Suzhou CSA survey data,this paper study the necessity of Suzhou to develop CSA, current situation and SWOT analysis, and research the necessity of Suzhou government to perform the function in the development of CSA, besides the performance and reasons for the absence of functions.Then, according to the theory of market failure and government failure, government role theory, governance theory, potter diamond model theory,this paper consider that government is in the dominant position in the development of CSA in Suzhou. In promoting the development of CSA, government should take the guiding principle that in order to deal with the relationship of the government, the market, and the community. Simultaneously, government should reflect the guide, service, monitors, macro-control role,and performing overall planning function, propaganda and guidance functions, policy support functions, service and guarantee functions, services and security functions,supervision and standardizing function, organization and coordination functions, and the eventual establishment of perfect market operation mechanism in the development of CSA in Suzhou.
