Research On The Current Situation And Countermeasures Of Innovative Cities In Yangzhou

In recent years, Yangzhou has vigorously promoted innovative city construction. Establishment of the modern industrial system, with emerging industries, modern services and efficient agriculture as its mainstay, has been basically completed. Financial technology investment, enterprise research and development investment have increased steadily. Enterprise research and development institution, patent creation, brand building, standards development, human resources structural improvement, innovation platform building have achieved considerable progress. Information technology and energy saving have achieved remarkable results. Yangzhou has worn a number of national honors such as National Innovation Pilot City, and its innovation ability has ranked19th among mainland cities in China. Yangzhou has entered a new stage that relies on innovation-driven development. To promote the innovative construction of Yangzhou, and achieve sustainable and stable economic and social development and the city development patterns transformation with innovation as its core, the study adopts methods such as a comprehensive analysis of the literature, the combination of quantitative and qualitative analysis, comparison and combination of two cases, etc., to analysis the status of innovative city construction of Yangzhou, identify deficiencies and find new ways of future development. The study analysis the foundation advantages of Yangzhou’s innovation construction in terms of the city’s comprehensive strength, innovative features, industrial systems, scientific and technological progress, resource gathering, and the environmental improvement of the city. Comparing with the indicators of national and provincial innovative city construction, and advanced regions in Jiangsu Province, the study concludes that Yangzhou is lack of economical competitive advantage, innovations in systems and mechanisms, financial support for science and technology, international standards and opening up, innovation and entrepreneurial culture.For the above, analyzing the evaluation system of innovative city construction by NDRC, the Ministry of Science, Statistics, and Jiangsu Province, combining with the actual situation of Yangzhou, the study finally chooses38indicators to constitute Yangzhou’s evaluation system of innovative city construction, which is from six areas including innovation resources, innovation input, innovation output, innovation industry, innovative enterprises, innovation efficiency. The study proposes the primary, secondary and tertiary industry transformation and upgrading and enterprise innovation development to be the main impulse of the city innovation, and proposes innovation platform construction, talent development, innovations in systems and mechanisms, innovation culture environment to be the support of the city innovation. It also proposes to achieve the city’s development patterns transformation through the wisdom city construction, economy internationalization and the "two-oriented" society construction.
