Study On The Government Functions Of State-owned Forest Zone Of Northeast And Inner Mongolia In View Of Sustainable Development

A state-owned forest area which plays an important role in the forestry construction as well as the development of social economy is the main part of Chinese forestry. Meanwhile being a kind of renewable natural resources, not only are the forest resources the subject status in terrestrial ecosystems, but also have become the key and tie to the integration of environment and development with the unique Three Benefits and of course state-owned forest areas is not the exception. As we are stepping into the 21st century, many governments have already reached agreements on sustainable development strategy. However, in China, state-owned forest areas is a special resourceful region whose government's function construction also has its own particularity, including quite a few historical questions left during planned economy, some inherent defects of our government and so on. Though we are experiencing reform and opening for over twenty years, the property right structure, industrial adjustment, operating mechanism, operational institution and other aspects of state-owned forest areas have changed a lot, its government still failed to play a leading role in the development of construction. In addition, there are some problems in government offside and dislocation.The main purpose of this passage is increasing the wealth of our society as well as promoting sustainable development in forest areas from the perspective of the state-owned forest areas'government. Theoretical basis and research platform were constructed by building modern government functions and theories related to economics. On the one hand described advanced forest-construction experiences of foreign government and on the other hand combined China's own situation and circumstances of the forest, in this way can we construct a better Chinese characteristics forest government.The construction and innovation of governmental functions are premise and guarantee of development for any areas. The Government must play a leading role in the comprehensive and sustainable development of state-owned forests. In the course of this study found that the current state-owned forest in the Northeast and Inner Mongolia in China, whether its natural forest or forest ecological environment during operation of government functions, not working well. Therefore, we must, under the leadership of the central, give full play to the role of local self-government forest areas, improve the functions of their own construction. It also proposes a number of specific ideas and methods. Including the central government's financial and fiscal, personnel and technology support comprehensive, effective change and improve the functions of the government-owned forest areas, innovative local policies, effective asset restructuring, improve the system, and forestry laws and regulations.In summary, Forest Administration in the field should be entered as in the field is not as quit as soon as possible.the concept of sustainable development of state-owned forest areas can be taken to every corner of forest region where our sincere effort lies.
