Human Resource Management (HRM) is potentially business function which has become a key element of the strategy of every SME in their efforts to establish and maintain their competitive edge on the market. In recent years, human resource management gained special significance, in theory and practice of SME management. Many SMEs are included in skills of human resource management and they pay more attention to development of their human potentials than ever before. Because of sudden changes and concrete conditions, human resource management is perceived as strategic factor influencing not only the success of SME but also of nations.Currently, Cambodian SMEs in human resource management area is still in the stage of traditional personnel management, low level in human resource management institutional positioning, deficiency of training, and the lack of an effective incentive mechanism, which are caused by SMEs not pay enough attention to the field of human resource management. Therefore, strengthening SME human resource management has become a problem to be solved by all the business managers.The thesis takes many disciplinary ideas related to the human resource management theories, then, analyzes the existing problems of SME human resource management. Secondly, it analyzes the main causes of Cambodian SME human resource management, and compares to the successful experience of Chinese SME in the field of human resource management, which proposes appropriate strategies to strengthen Cambodian SME human resource management, such as strengthening human resource management system, clear human resource development planning, enhancing staff training, establishing scientific mechanism of salary and job performance to establish a scientific evaluation mechanism, improving corporate culture, leading timely to the form of Human resource outsourcing, and so forth.
