| In order to implement the " National medium and long-term plan for science andtechnology development (2006-2020)" in2006, and improve the basic conditions for thecentral science institution,“the special fiscal fund for repairing and purchasing innational public Institutions”(hereinafter referred to as the the special fiscal fund) wasbuilt to reinforce innovation in science and technology. In order to regulate andstrengthen appropriate management practices to repair purchase funds management,improving the efficiency in the use, every project unit had launch a series ofadministrative measures in accordance with the relevant provisions of the centralfinancial management of project funds which made the policy of “The management ofcentral-level scientific institutions repairs the purchase of special funds”. After nine yearsof development and reform, the policy of “the special fiscal fund for epairing andpurchasing in national public Institutions” was improved which reflected the tremendoussupport to national research institutes and constantly showed the advancement andinfluence of the project, and also expanded its scale. However, the problem inmanagement mechanism also appeared. So the way to slove the problem is to regulatethe management of the purchase of special repair in micro level. The research object inthis paper was studied as the management of the purchase of special repair, firstlyexplained the concept of repair and purchase of special features, and analysed themeaning and formation of the management echanism, then analyzed the problem in theimplementation and management of the purchase of special repair according to the thecurrent central agricultural scientific research units for special management of the basicsituation. an A institute was studied as case analysis object, we made the countermeasuresand suggestions which strengthen the management of the purchase of special repair withthe method by combining the theoretical research and the specific operating units. |
