In the past few years, urbanization move in China has made thousands of farmers evicted fromfarmland due to land expropriation. The lack of legal support in land expropriation has made thesefarmers face difficulties in their new lives. It not only affects China’s economy but also threatensstability in the countryside. Employment, among all the solutions, is the most effective one to thisproblem, because it could provide a long-term source of income for the unemployed farmers whosecollectively-owned land has been expropriated. However, the farmers find it very difficult to get a jobdue to lack of education and working skills. The key to employment issue is employment-orientedvocational training, around which this paper did research centered, using methods of empirical analysis,comparative analysis, field research and literature research.The first chapter of the paper mainly represents the background and methods of the research. Thesecond chapter is literature review in areas of human resource, training and employment.In chapter Ⅲ, this paper starts with a brief introduction about Beijing New Southern Area, an areaconsisting of Beijing Daxing District and Beijing Economic-Technological Development Area. Then thepaper analyzes the outcome of questionnaire survey on the land-expropriated farmers, followed by asummary of vocational training of the farmers in Beijing New Southern Area in the past few years.Chapter Ⅳ represents examples of effective vocational training system in different countries. Thepaper categorizes these examples into four categories and then points out how these examples couldimprove vocational training in Beijing New Southern Area.The last chapter offers four suggestions in vocational training evolvement in Beijing New SouthernArea: to build a better legal system, to draw up a more effective training plan, to beef up support forvocational training and to provide more help to farmers who want to set up their own business.
