Comprehensive Evaluation And The Countermeasures For The Development Of Low-carbon Economy In Heilongjiang Province

With the intensification of the global climate deterioration, the low-carbon economy which with the low energy consumption and low pollution as the core has become the world’s hot spots, reduce carbon emissions and the development of low-carbon economy, has become global consensus. Low-carbon economy is not only the general direction of the future of the world economy, and has become the world’s new economic pillars. China as the world’s second-largest emitter of greenhouse gases, actively respond to climate change and strive to go green low-carbon development path with Chinese characteristics. Heilongjiang province as the traditional old industrial base and energy supply base of Chinese, adhere to the scientific development concept, comprehensively promote the development model of low-carbon economy, and as a strategic choice to promote the "Eight Economic Zones" and "Top Ten Project".In recent years, Although Heilongjiang Province have achieved some results in respects of optimization of energy structure, energy efficiency, ecological agriculture and modern service industry, but the long-standing coal-dominated energy structure, system of high energy-consuming industries, continue tightening in resources and structural problems, such as agricultural and environmental constraints, present a serious challenge in Heilongjiang province transition to a low-carbon economy. Therefore, in order to promote low-carbon economic development in Heilongjiang Province, need to build a scientific and practical evaluation system of low-carbon economic development, and to analysis comprehensive and in-depth of low-carbon economic development process of Heilongjiang Province, thus to put forward suggestions of better development of low-carbon economy.The purpose of this article is based on this, as the low-carbon economic development of Heilongjiang province research object, using the theory of sustainable development, external theory and ecological economic theory as the theoretical basis of the low-carbon economy in connotation, characteristics and core elements of the transformation basis on the basis of in-depth analysis, referring to a low-carbon economic evaluation of domestic and foreign research results, follow the principle of regional low-carbon economy evaluation index system construction, built to explore economic development, the use of energy, carbon emissions, technical support, environment, living six areas of low-carbon economy dimension comprehensive evaluation index system. Using this index system for the development of low-carbon economy-depth analysis of Heilongjiang province, the first comprehensive evaluation of the use of vertical pull-grade level dynamic approach to the development of low-carbon economy in Heilongjiang Province,2008-2012dynamically evaluated, and then use factor analysis2012the level of low-carbon economic development of provinces and autonomous regions nationwide comprehensive score ranking. Through vertical and horizontal evaluation on the level of low-carbon economic development in Heilongjiang province, the conclusion is, the level of low-carbon economic development of Heilongjiang province showed an increasing trend, but the country is in the lower position, the development of low-carbon economy higher levels of provinces there is a big gap. Finally, this paper put forward suggestions from industrial structure, energy use and carbon sink construction, technical support, residents and government policy to improve the level of low carbon economy in Heilongjiang province.
