In2013, the3rdPlenary Session of18th CPC Central Committee put forward that the basic economicsystem should evolve on the decisive role of the market in resource allocation. Thus it can be seen that, the importance of social reform must evolve around. China mustdeepen its all-around reform with a new starting point.But now, China is still in the primary stage of socialism for a long time. On thedevelopment of socialist market economy is not perfect enough, not enough sound, notmature enough. The task of China’s economic system reform is not yet completed.The problem of economic development is unbalanced, uncoordinated and notpersistent, what is still outstanding. For example: China’s economic structure is notreasonable, modern property right structure is not sound, big gap between urban, a highpressure between resources and environment and so on.
