City Park show the cultural features and the beautiful landscape of city, and it is animportant place for the residents’ recreation and leisure. In recent years, Wuxi has plann andconstruct many open parks which great to meet the leisure needs of residents. Due to the natureof City Park, it is easy to ignore the existence of its value which seriously affect the sustainabledevelopment of the city park. Therefore, by learning the theories and methods of valuation ofenvironmental resources to quantitative assess the value of city park. The article takes WuxiLihu Park as an example to research the value assessment of the city park. It extends the researchfield of City Park, and provide ideas for government in the maintenance and management.Based on the environmental resource value classification, the city park-Lihu Park’s valueis divided into use value and non-use value. Among them, the use value include: recreationaluse value, education and environmental use value, but the city park’s main function is to providerecreation and leisure venues for residents, so the paper only evaluate its recreational value withTravel Cost Method (TCM); Non-use values include: choice, existence and heritage value, andwe use Contingent Valuation Method (CVM) to evaluate.In the requirements of methods andreference literature, the author designs questionnaires. The paper builds tourism demand curveto calculate consumer surplus, and estimate its recreational use value.We use median method tocalculate their average WTP, and estimate its non-use value.Through analysis, we concluded that:(1) City Park contains a positive and great value.The annual total value is135782918.4RMB. The recreational use value with TCM of LihuPark is130644000RMB. Per person annual recreational use value is108.87RMB, including70.23RMB travel cost and38.64RMB consumer surplus per trip and person, including85276000RMB travel costs and46368000RMB consumer surplus. Using the CVM to evaluatethe annual non-use value of Lihu Park, the result show that the average willing to pay of LihuPark is8.69RMB. We select the annual number of tourists as the demographic sample, it revealsthat it’s worthy of5138918.4RMB.(2) Through the research of Lihu Park, we found that thevalue of a park is closely related to the visitors’ individual social&economic background andtheir using of the park. The results showed that the number of trips is significantly andnegatively correlated with travel costs, travel time and the monthly income, and significantlyand positively correlated with age. WTP is significantly and positively correlated with monthlyincome, frequency and dependence on Lihu Park, and negatively correlated with age; paymentamount is significantly and positively correlated with monthly income and dependence on LihuPark, and negatively correlated with age and frequency. The value of a park changes over time.(3)In this paper, using TCM and CVM to assess the value of Lihu Park, we confirmed thefeasibility of the evaluation of the Parks’ value, and two methods combine to make the resultsmore realistic and reliable. We hope that the research of the quantitative assessment on valuescan be further developed. Government should improve the function of City Park, and the publicshould pay attention to the protection of City Park to ensure the sustainable development.
