The traditional manufacturing mode has created a large amount of wealth. But due to the utilization efficiency is very low, a large amount of waste has produced at the same time. For example, extensive use of chemical fuel, such as oil, coal, natural gas, et al., has make the concentration of carbon dioxide in the atmosphere to rise form270ml per cubic meter to350ml per cubic meter in the past100years. Until the mid21st century it will rise to600ml per cubic meter. And the pollution from air, water and soil has affected the survival of mankind directly. For example, tsunami and fog weather in recent years are the direct result of environmental pollution. At the same time the large amount of waste has aggravated the shortage of resources. The contradiction between environment and human makes manufacturer to follow the principle of compatibility with the environment.Considering environmental impact and resources efficiency comprehensively, green manufacturing is a modern manufacturing mode. Its social benefit is far greater than the private benefit, especially for the future generations. The pure market mechanism can not provide fair competition and survival environment for green manufacturing mode. So it is necessary to make up the defects of market mechanism for government. Based on green degree evaluation of green manufacturer, government can take appropriate regulatory strategy to alleviate this phenomenon. Thus, we can reduce emissions and waste of resources, and improve the human survival environment, so as to realize sustainable development. As complex decision problems, the evaluation of green manufacturer and government regulation strategy, involve many complex factors and indexes in the actual evaluation and supervision. It is not easy to asses green degree of green manufacturer accurately, because the evaluation is often imprecise and fuzzy. This problem can be solved by introducing fuzzy theory in this article. In the game between the government and green manufacturer, fuzzy number instead of accurate number will also be more in line with the actual situation.Firstly, this article started from the management meaning and function of green evaluation of green manufacturer. Based on the evaluation of traditional manufacturer, with considering green indicators comprehensively, green degree of green manufacturer has carried on the comprehensive evaluation. On the selection of evaluation indicators, this paper has established three layer evaluation systems:target layer, criterion layer and index layer. On the processing of index’s weight, this article has adopted the method of fuzzy theory and analytic hierarchy process. Triangular fuzzy number has adopted to blur the judgment matrix. In building judgment matrix, different methods are used to deal with quantitative and qualitative indexes respectively. Half trapezoid distribution and trapezoidal distribution have also been used to determine the membership function of the quantitative index. By blurring the expert judgment of the qualitative indexes, the membership vector has been determined. Then triangular fuzzy evaluation matrix has been obtained. The fuzzy analytic hierarchy process is used to analyses the three layers of evaluation system integration. Thus, comprehensive evaluation hierarchy and the final score of green manufacturer are finished. On the basis of fuzzy evaluation of green manufacturer from government, this paper has established the fuzzy game model between the government and the green manufacturer. Through the analysis of the different data, different strategies of the government and the green manufacturer have been discussed. According to different indexes, the game result can be divided into pure strategy Nash equilibrium and mixed strategy Nash equilibrium. Based on comprehensive analysis of game equilibrium, this paper has discussed the optimal equilibrium result and the corresponding management strategy. Then an example is given by using the method of triangle structure element, and the results are divided into pure and mixed strategy, which verifies the feasibility and correctness of the results. Finally, by summarizing the previous discussion about the government’s regulation strategies and management strategies of green manufacturer, some corresponding implementation suggestions are presented in this article.
