Research On The Post-evaluation Of Investment Projects In Telecommunication Enterprises

As the continuous reform of the telecom industry in China and the further opening of thecommunication market, the competition has been more intense. At the same time, with theauthorization of the virtual operator license and the impact of the large data wave and the OTTbusiness, the overall profit level of the telecom industry has been declining, the industry entered aperiod of slow growth and the trends of the information consumption replacing the telephoneconsumption have emerged. In the new situation, in order to gain a competitive advantage in thefierce competition in the market, the operators have to speed up the changing of the investmentmode from extensive to intensive management type.In the developed countries,either the government (such as the United States),the internationalorganizations (such as the World Bank),or the enterprises (such as the German Development Bank),post evaluation of the investment projects has become an important method for a sponsor tostrengthen the investment management,improve the efficiency of capital utilization and enhance theshareholder value.With the development of our socialist market economy and the deepening of theinvestment system reform, the marketing mechanism has been increasingly strengthening theconstraints on the investment behaviors of the corporate, and the post evaluation of the majorinvestment projects is becoming increasingly urgent. At present, the post evaluation of the telecomoperator’s investment projects has been more and more thoroughly. From the evaluation someproblems had been found and some effective improving schemes had been proposed. However, howto construct and imply a scientific evaluation system is the most difficult part in the post evaluationsystem at present, as well as the focus of this paper.This paper focuses on the study of the post evaluation method of the communication enterpriseinvestment projects. Through the analysis of the investment in the communication enterprises andstudying on the experiences of the post evaluation in the foreign investment projects, this articlesystematically elaborated the theory, method, content, index system and process of the postevaluation. On the basis of the method, the article has made an empirical research on the postevaluation of a hydropower station CDMA construction and WiFi construction for position projectat a branch company of the China Telecom, established an evaluating index system, studied theproblems in the evaluating process, and put forward some suggestions on the present situation andthe development of the project. Finally, based on the research of the project, this article provided areference for the post evaluation work of the investment projects in communication enterprises andmade a contribution for the decision of the enterprise project investment.
