Study On Implementing Method Of Building Smart City In Zhejiang Province

City should have the appropriate developmental scale according to itsenvironmental and resource capacity, or it won’t cater for the agglomeration of thepopulation. The urbanization rate in our country exceeds50%right now. While theeconomy and the society develop, social problems become more and more extinct,such as: difficulty in city infrastructure management, fast population agglomeration,serious environmental pollution, difficulty in social administration, pressure incapacity of the city environmental resource, etc. There are2main reasons for theseproblems: on the one hand, the social system is not suitable to the city development;on the other hand, city managers are lagging of information, facing communicativechannel blockage and have only simple management methods. How to solve theseobstacles on the way of city development is an important issue for moderngovernment.The18th National Congress of the CPC proposed that we should promote thesynchronized development in informatization, industrialization, urbanization andmodernization of agriculture. This is a major breakthrough in the city developingconcepts, management model and operating methods, leading to a practical way forthe sustainability of city development, acceleration of urbanization and improvementof the quality and standard of city development. Smart city is an embodiment inrealizing ‘4synchronized developments’ and an essential act in solving the difficultiesin city development. It is a new model in city planning, construction and management,basing on the new generation of information technology relying on internet and cloudcomputing, while integrating information resource and application system. Howeverthere are still pending questions to be solved in the implementation of smart city. Thisthesis will discuss this topic from the public administration view, aiming at improvingthe quality of public life, government management and industry development level, soas to put emphasis on the problems and challenges in the practice of smart cityconstruction, present opportunities and objects, and the paths and countermeasuresagainst these problems.In consideration of introduction of the problem, theory describing, sample study, problem analyzing and tactic proposing, this thesis will be divided into7parts:introduction will be talking about the background, significance, mentality andmethods of the study; reference is about the present accomplishment of theresearchers on this topic and the status quo of application of these theories in differentcountries and cities; smart city theory is about the content, characteristics, targets andmechanism of smart city; practical paths to construct smart city will talk about themajor steps to promote this work, how to integrate resources and improve assessment;problems and challenges Zhejiang province faces in smart city construction is aboutthe difficulties we are facing during the construction of smart city in Zhejiang, mainlythe difficulty to realize “smart” requests, information isolation, imperfect system,information security defects and lagging in internet infrastructure construction;construction path to smart city construction in Zhejiang is about the present status ofsmart city construction, and emphasizes the measures to solve the5problems:technology innovation for internet information and smart equipment development,especially the R&D in business management software; looking for overall solutionfrom specialized high-quality company in cloud service to form the core of smart citysystem and realize “smart”; to promote system reform and innovation by encouraginggovernment and enterprises to purchase cloud service; to accelerate the broadbandspeed and wifi city process, and the last kilometer project so as to improve theinfrastructure of internet facility; to accelerate the standardization to solve theproblem of information isolation; and to use legal methods, mechanism, supervisionand technology to reinforce internet security. Conclusion and prospects will reiteratethat the smart city construction is a new thing whose implementation strategy is onlyto be tested only by practice. At the same time this thesis briefly introduces theimportant questions in the construction of smart city.
