Research On The Selection Of The Management Model Of Non-profitable Investment Project Base On The Perspective Of Owner

Non-profitable investment project is closely related to the national economy and people’s livelihood and takes a relatively large proportion in the government investment. The government will increase in investment in basic and public welfare projects with the deepening of the market-oriented reform. However, some problems have exposed on the management of non-profitable investment project, such as backward management style, low efficiency of management. Therefore, the government introduced a series of measures and proposed to speed up the implementation of the agent-construction system in non-profitable investment project. There are some aspects to be improved for agent-construction system in the practical application process, agent-construction system is not applicable to all projects and mechanical application may affect the realization of project objectives. In view of this, when agent-construction system can not meet the demands of non-profitable investment project management, it needs to choose other project management mode. The project management model needs to be determined by scientific method.The user of non-profitable investment project acts as an owner, it needs to consider many factors when the owner makes decision, therefore, this thesis focuses on the study of following aspects:First, the characteristics, management status and existing problems for non-profitable investment project are analyzed, finding out the reason of the problems.Second, based on document, expert interviews and questionnaire investigation method, this thesis establishes the index systems which affect the selection of non-profitable investment project management mode, there are twelve index which are covered the own characteristics of project, the ability and objectives of owner, the characteristics of contractor and external factors four aspects.Third, there are multiple decision methods of project management mode, and each with respective characters, through analyzing, adopting the method of comprehensive evaluation method of autonomous decision-making perspective as non-profitable investment project management mode decision method, and the decision model is established.Forth, According to the research results, taking the renovation project of a certain office building to eliminate safety hazards as an example for empirical analysis, appropriate management mode is put forward.Each project management mode has certain applicable conditions, decision-making of non-profitable investment project, needing to a base on a reliable system, through scientific analysis method to determine the suitable management mode; the decision model of non-profitable investment project established in this thesis can be applied to practice, it can be used as a scientific basis for making decision for the owner.
