With the keen competition of domestic financial industry, human resources have already been highly recognized by more and more commercial banks, the effect of human resources management influence the continuous value-added of assets and economic benefits of commercial bank. All of that depend on the performance of human resource management, whether or not accord with the objective of bank strategy, whether or not adapt the change of environment, whether or not help develop employee’s potential, and so on.People pay more and more attention on the study and application of the competence model recent year, someone take it into human resource management, many companies are beginning to build their own competence model, human resource management system using competence model. Develop competence model requires a certain degree of technology, and how to take advantage of competence model scientifically is also a research. How to use competence model into human resource management, how to enhance their human resources management is a problem which the Commercial Banks need to settle urgently.This article combined the theory research with practice research, mainly through the existing theory to guide practice. Firstly, I introduce the existing research on the competency model of human resource management. Using the literature review method to show what is competency and human resource management system based on competency. The theoretical part introduces the follow-up survey of job burnout research and human resource management system based on competency, including based on competency model of job analysis, recruitment and selection, employee training and performance management.Paper using questionnaire method to survey SPD bank A branch’s job burnout and employee satisfaction, according to the data processing and analysis, we can get the human resource management problems. From the perspective of problem solving, we introduced the competency model of human resource management system. Then the paper introduces the based on the competency of human resources management transformation how to work and implement countermeasures. Really implement advice for the enterprise.Finally, take A bank as an example, because the customer manager is the important position connected the internal and external, in accordance with customer managers’ competency model and job specification, design customer managers’ recruitment and selection, training and performance appraisal application. Starting from the analysis of SPD bank’s survey, summed up A branch’s current situation and problems of human resource management, introduced human resource management system based on the competency model, and explains its important function and meaning, combined with the actual situation to A branch to show how to construct the human resource management system based on competency mainly.Now many studies have focused on financial industry external conditions and internal analysis, in view of the problems from the Angle of the surface treats to solve A branch’s problem or do theoretical research on the competency model, focuses on the process of constructing competency model. In this paper, on the basis of investigation and study of A line of its own, using the theory of existing methods, we study how to apply the competency model. I give the detailed work needed in management of human resources management transformation, and choose customer manager as example, by studying its recruitment, training and performance aspects of use of the method of competency, serve as a reference for other commercial Banks and the new perspective.
