Market strategy, resource strategy and internationalization strategy are three major strategies of the ZS in the 21 st century. By the end of 2013, under the guidance of the internationalization strategy ZS has made great progress. ZS company as Chinese energy enterprise have obligations and responsibility to act as a national responsibility, have made development strategy which is adapted to era development, have went abroad to actively participate in the overseas oil competition and realized the transnational operation. ZS company about human resources of localization management in oversea is groping and exploring, through many years with overseas operation, about human resources of localization management have the successful experience and the failure cases as well, with study of human resources of localization management about ZS company in Tanzania branch has experience which can be learned, and referenced.This dissertation further discourses upon the necessity of executing human recourses loc alization for petroleum investment group overseas by studying the localization of human reco urses of ZS through project in Tanzania, finds out the emerging issues, the causes and the solu tions within the processing of human recourses localization by concrete example of project, a nd being able to recognize that reasonability, effectiveness, feasibility and practicability strate gies of human resources localization is the basis of business development overseas for ZS gro up and is also a guarantee of integrated competitiveness of promoting the business of ZS over seas.This dissertation studies and analyzes localization of human resources of Tanzania proje ct by applying collection of documentation, analysis of examples, advantage-demerit antithesi s and assessment of examples to present that the procedure of localization of human resources of Tanzania project is the result of comprehensive function with aspects of internal and exter nal causes. It elaborates the importance of localization to the internationalization of enterprise s and the administrative mechanism of local human recourses(includes recruiting and hiring o f local human recourses, occupational planning, salary and treatment etc. Strategy of localizati on includes the ones of administrator, technical staff and administrative services staff. It prese nts the idea of localization of large region--localization of human resources should not only be limited within the region of project but build corresponding mechanism of management of international human resources and recruit talent staffs all over the world for the projects and ente rprise.This dissertation analyzes the ratio of localization of human resources in three different stage of Tanzania project for the affection of overall economic profit. It affirms the positive factor of localization of human resources to the natural gas pipeline project in Tanzania which is experiences and treasures in projecting process.
