Especially a considerable part of the population still lives in the region of the fragile ecology,the frequently-happed geological disasters,the lack traffic and the no-rich hope. It is difficult that the poverty areas depend on the traditional mode, not only the cost is high, but also the poverty would continue.Immgration layout for eliminating poverty of the government thoroughly resolve the poverty and development of the poor people living in the big mountains and deep valleys, which is traffic inconvenience,ragile ecology and no-living conditions.With the immigration layout for eliminating poverty project of Gansu province to move forward, to study the efficiency and the evaluation problem is becoming more and more important, carries on the appraisal to the immigration layout for eliminating poverty project implementation, not only to test the degree of realization of the effect of the project to resettle and moving targets, but also can provide a scientific basis for the future work, and promote the to resettle the project management scientific and standardized.This paper first introduces the evaluation and the basic concept of the immigration layout for eliminating poverty project, according to the immigration layout for eliminating poverty project in Gansu province, using the method of system evaluation to establish the evaluation index system of immigration layout for eliminating poverty project, evaluation and analysis from four aspects of economy, society, environment, characteristics, to carry out immigration layout for eliminating poverty project post evaluation index system provides the basic framework. Use AHP to determine the weight of each evaluation index, and uses the fuzzy comprehensive evaluation method to evaluate the immigration layout for eliminating poverty project.
