The Resettlement Of Landless Peasants Problem Analysis And Policy Recommendations

Since the 1980s, with the accelerating process of Chinese industrialization, rapid urban developing, medium-sized cities and small cities and large towns have undergone several rounds of urban sprawling. The process of urbanization continues to occupy a large suburban rural agricultural land, resulting in the loss of agricultural land, making the rural landless peasants increased. Urbanization and new rural construction, making the landless peasants to become a new social groups. Contradictions and problems related with landless peasants highlights. If you believe they are farmers,but they did not have the land; if they are not farmers, but they could not take up public resources and social security. Objectively speaking, they have become a marginalized the vulnerable groups. If the land-lost farmers problem can not been properly handled, the propulsion of urbanization will inevitably encounter greater resistance, which affects the time of construction of a harmonious society, the problem of land-lost farmers has become into an overall, fundamental and long-term major issues.This paper studies the background and current situation of landless peasants,taking Chinese domestic landless peasants related research issues as the theoretical basis, A careful analysis of the existing problems in the resettlement of landless peasants and the causes, taking resettlement of landless peasants as practical basis, taking Yuhua District of CHANGSHA landless peasants as comparative case, Set out the main measures, list the main results, extract the main experience, the status quo, discussing the root causes. Combined with my own experience of resettlement of landless peasants, I propose some solutions to the problem of landless peasants. I hope this paper can provide some advices to solve the problem of urban development, new rural construction, resulting in groups of landless peasants.
