Study On The Diemma And Way Out Of The Compensation And Resettlement Policy Of Landless Peasants In The Process Urbanization

Land is the basis for the survival and development of peasants.Land rights and interests occupy a very important position in the rights and interests of peasants.The policy of compensation and resettlement for landless peasants is a kind of compensation that peasants make to the land that the state harms the rights and interests of peasants because of the expropriation of land and is a very important way to protect the legitimate rights and interests of peasants.The implementation of the policy of compensation and resettlement of LLDF is related to the legitimate rights and interests of farmers and their long-term livelihood.In recent years,the state formulated and promulgated many laws,regulations and documents for the compensation and resettlement of landless peasants.However,the contradictions and disputes arising from the compensation and resettlement of landless peasants still occur frequently.Not only the production and livelihood of landless peasants are affected,but also the economy Development and social stability have restricted the development of urbanization.Therefore,studying the process of policy implementation is of great significance in solving such disputes.This article elaborates the theory and practice of compensation and resettlement of landless peasants from two aspects.First define the concept of land expropriation and landless peasants compensation and resettlement,summarize the theory basis of landless peasants compensation and resettlement policy.Then it reviews the history of compensation and resettlement policies of landless peasants in our country,introduces the main resettlement modes in our country,and analyzes and evaluates the existing policies.Secondly,on the basis of systematically elaborating the theory and practice of compensation and resettlement for landless peasants in our country,taking S city as an example,through field interview and questionnaire survey,it finds the common problems existing in the implementation of compensation and resettlement policy of landless peasants,Mainly as follows:the land expropriation is too wide and does not reflect the public interest in land acquisition;the compensation and benefit sharing is not reasonable;the people's satisfaction with the implementation of policies is low;the resettlement mode is single and there is no long-term mechanism corresponding to it;Compensation procedures are rnot perfect and the land compensation and relief system is not perfect.After discovering the universality problem,this paper introduces the theory of policy implementation process model and analyzes the causes of deviation in the process of policy implementation from the aspects of compensation and resettlement policy,the main body of policy implementation,the object of policy implementation and the policy environment.Finally,this paper puts forward six countermeasures and suggestions on how to improve the execution ability of the policy from the perspectives of property rights theory and social equity theory:establishing and improving the compensation and resettlement policy system of landless peasants;improving the quality of policy implementers;improving the policy implementation system;improving peasants'ability of safeguarding their rights;Improve the implementation of policy environment;reform of farmland property system.So as to build a policy implementation system which meets the benign operation of the interests of the country,the collective and the peasants.
