Research On Questions Of The Resettlement Landless Peasants After Urbanization Processing In Yangling

As the large population, complex terrain and less arable land, land resources had become a valuable non-renewable resource in China. However, with the rapid development of economy, plenty of rural land was occupied and expropriated for the expansion of the city. After the land acquisition, subsequent resettlement of landless peasants had become the most prominent social problems. Therefore, the contradictions and conflicts arised from land acquisition, and the environment gave birth to a marginalized vulnerable groups in society, namely "landless peasants."If the farmers lost their land were not properly compensation and resettlement, it was bound to affect the development of economic and social harmony. We must admit that the legal system for landless farmers resettlement was not perfect at this stage. Landless farmers could not enjoy the simultaneous development of social security and opportunity, so how to resettled farmers properly, especially their social placement, such as enjoying the same even more comprehensive social welfare with urban citizens, sharing the fruits brought by urban development and so on, not only related to social stability, but also the smooth progress of the construction of industrialization and urbanization of our country.Taking the resettlement of landless peasants in Yangling District in construction process as the center of discussion, landless farmers, social security and other concepts were defined briefly. The existing pension, medical, employment, education and other aspects of the status quo of the resettlement of landless farmers in Yangling District were found through the investigation. The causes of the problems are analyzed in view of these problems, and methods were put forward according to the experiences of home and abroad of landless farmers resettlement combined with the actual situation of Yangling District. The specific ideas and countermeasures of landless farmers in Yangling District social welfare were further put forward to improve safeguard system construction, and to consummate the social security system of medical care, employment, living security and other aspects, which can promote and improve the resettlement of landless farmers, so as to promoting the process of Yangling city.
