Research On The Problem Of Land Lost Farmers From The Perspective Of Urbanization

With the deepening of the reform and development, especially the rapid development of urbanization, more and more rural collective land is required at all levels, which has led the land-lost farmers, a new social group, to grow rapidly in China. If you believe they are farmers, but they did not have the land; if they are not farmers, but they could not take up townsman jobs, public resources and social security. Objectively speaking, they have become socially marginalized vulnerable groups. If the land-lost farmers problem can not been properly handled, the propulsion of urbanization will inevitably encounter greater resistance, which affects the whole economic and social development of the country. Therefore, during the time of construction of a harmonious society, the problem of land-lost farmers has become into an overall, fundamental and long-term major issues. We can no longer ignore the plight of land-lost farmers, and we have the responsibility to aro use the academic conscience in advocating social justice.After reviewing in the study of the problem of land-lost farmers at home and abroad, this paper clarifies the concept of urbanization and farmers, and discusses the related theory of urbanization. On this basis, it summarizes something on the urbanization level and the reality of the land-lost farmers, combing the danger brought from the land-lost farmers problems, and deeply analyzes the main reasons involving three levels. One relies on the social reason, namely the advancement of urbanization and lack of the farmers themselves. The second is the institutional reasons of the policy level, namely flaws of the land system, the land circulation system, the fiscal decentralization system and the land compensation mechanism. The third lies on the government, which thinks that the government’s cognition and behavior anomie are an important factor to cause the problem of land-lost farmers. Finally, under the background of urbanization it puts forward policy suggestions on the solution of the problem on the basis of the discuss of solving experience from YuHua District which lies in Changsha City of Hunan Province.
