In recent years, the government in order to ease the pressure of rising house prices and improve low-income families, deciding to put efforts into building affordable housing. According to the data released by the Ministry of Housing and Urban-Rural Development announced that in 2014 there are over 7 million units affordable housing projects planned and 4.8 million basic sets have been built.With the construction of affordable housing in the country, public rental housing began to shift from the construction to the management, including the issue of property services, which is very important.With a large number of public rental housing putting into using, there are increasingly prominent issue of property services arousing:residential poor sanitary conditions, the presence of elevator safety risks, poor quality of housing, property management fee paid is not high, the property company to take on additional work, abandoned pipe residential property company and so on. The root of the problem is that this series appears inadequate funding of property services, resulting in decreased levels of public rental property services. Over time, the use of public rental housing will be lower quality, deterioration of the environment and other issues during the housing, which will seriously affect the quality of life of users of public rental, contrary to the original intention of the construction of public rental.Firstly, a review of relevant literature to learn about the latest research results at home and abroad affordable housing property services, on the basis of field visits to a number of Wuhan City has invested public rental residential use and to understand the status of its property services, and with the Waste Management ranking public rental residential tenants and property service personnel to communicate, ask difficult property services exist to learn more about the amount of income and property services capital expenditures, and property services company estimates found only achieve guaranteed profit. Finally reference practice in developed countries for public rental property services funding sources put forward relevant proposals, and to develop a mechanism for use of funds.Overall, the innovation of this paper is the actual source of funds and the use of corporate property services based on estimates, identify the key factors that affect the quality of service of public rental property falling on the theory and practice has an important role in guiding. On the one hand the rich sound of the theory of public rental property services, to provide advice and guidance for future research and exploration; on the other hand, in practice, made recommendations for government and property services company solve the shortage of funds and better management of public rental and countermeasures.
