In 2013, China replaced USA and became the world’s largest trading nation, and the import and export volume exceeded ＄4 of country, marine contributed a lot in China high-speed development. In the face of increasingly large passenger and cargo ship, trade supervision, facing the increasing amount of smuggling, facing more and more severe, the customs staff task and work grow with each passing day. How to improve the work efficiency has become a major urgent problem of the General Administration of customs. The General Administration of Customs Commissioner Yu Guangzhou stressed that the national customs is fine, decentralization, change function, which shows China’s customs are self innovation, self innovation.Delicacy Management is derived from American, and becomes a mature management system in Japan during the period of industrialization, and the good effect has been achieved in the overseas. Delicacy management emphasizes the procedure, standardization and standardization work, and it can optimize the organizational structure of enterprises, improve the overall efficiency of enterprises. At the present stage of delicacy management application in China is not mature and less our actual experience. Given the success of delicacy management in overseas, many domestic enterprises in the face of deepening the reform of form of our country, have introduced the advanced management mode, China customs also no exception. Delicacy management’s application in customs can not only improve the enthusiasm of customs work efficiency, but also improve the overall quality of China’s customs and business level, and it has great theoretical significance and practical significance.This paper first describes the research background and research significance, introduces the domestic and foreign scholars on the research results of delicacy management, then introduces the present situation of customs management including not fully familiar with the management tools, cobbling together different management pattern and the change of management mode has become the norm, and then discusses the emergence of the customs office directly under the GAC delicacy management issues include fine management becomes a mere formality, enforcement is not enough and lack of corresponding organization guarantee. This paper adopts the method of case study, and take Dalian customs as an example and this paper introduces the basic situation of Dalian directly under the General Administration of customs, the collects data, and put forward suggestions and methods of customs management, at the end of the customs directly under the meticulous management research is prospected.
