Study On The Developmental Countermeasure Of Guangxi’s Citrus Industry In The 13^th Five-Year-Plan

China is one of the most important birthplaces as well as the main producing area of citrus, which also is the biggest citrus cultivation country with the largest output all over the world. Along with the improvement of scientific cultivation and management, China’s citrus output is stable and tends to increase year after year. In southern China, citrus industry has become the main contributor to the income increase. Guangxi is one of China’s main producing provinces of citrus, comparing with other fruits, which has advantages, such as the largest planting area as well as output. Since the quality fruit project was carried out in Guangxi 2003, Guangxi’s citrus industry has developed rapidly; citrus industry plays an important role on promoting the whole fruits industry and the increasing of farmer’s income in Guangxi. Facing the new situation of development, we should have a further research on the developmental countermeasure of Guangxi’s citrus industry in the 13th five year plan.This paper further analyzes the citrus industry development of "the Thirteenth Five-Year Plan" in Guangxi province. Bases on the basic theory like regional economics, this paper uses qualitative method, quantitative method, empirical method and comparative method to make a comprehensive research on the current status and currency of the international, Chinese and Guangxi province’s citrus industry development. On the basis of Diamond model, this paper also uses the SWOT strategic analysis to make a integral study on the internal and external environment of "the Thirteenth Five-Year Plan" in Guangxi province, then summarizes the currency of "the Thirteenth Five-Year Plan" in Guangxi province. Finally, combining with current situation of the citrus industry development in Guangxi province, this paper also uses the internal and international successful experience of citrus industry development for reference, and makes a conclusion of specific countermeasures and suggestions of "the Thirteenth Five-Year Plan" in Guangxi province.In order achieve a improvement of efficiency in nature, the author make a recommendation including the following nine aspects:(1) strengthen the organizational leadership, make a good citrus industry development plan; (2) pay more attention on the introduction and breeding of new varieties, optimize the product structure; (3) strengthen the comprehensive prevention and control of main pest, make sure the citrus industry grows healthy; (4) strengthen the demonstration and popularization of the building of standard citrus gardens, promote the standardization of citrus production; (5) enhance the application and demonstration of modern citrus produce technology, improve the efficiency of citrus production; (6) promote the construction of professional citrus organizations, improve the level of organizational production; (7) give more supports on the construction of post-harvest cold chain, perfect the sales and logistics system; (8) organize some regional group fruit companies, promote citrus trade; (9) strengthen citrus brands and culture cultivation, improve the competiveness of citrus.
