As the bedrock of a strong country, enterprises are the backbone force that promotes the economic and social development. The competition between enterprises is the capability competition of top-level and mid-level management staff, especially entrepreneurs. Only by building a scientific and systematic evaluation system for mid-level management staff and by selecting and identifying talents objectively and comprehensively can we let everyone in the right place and display his talents fully, stimulate the mid-management staff’s initiative, promote the sustainable development of the enterprise, realize the new normal of economic and social development and provide personnel to build a well-off society in an all-round way.A scientific, objective and comprehensive evaluation system can be used to promote, deploy, train and test the staff, build an effective incentive mechanism and improve the capability and team spirit of the staff. The mid-level management staff can use this evaluation system to understand their advantages and disadvantages, play to their strengths and strengthen personal qualities.The enterprise can use this evaluation system to optimize allocation of human resources, regulate staff management, improve person-post fit degree and performance and promote the mutual development of the enterprise and the staff.This paper carries out an in-depth investigation of the Development & Investment Group of A city and the staff, builds an evaluation system for mid-level management staff, provides an objective and fair basis for each enterprise department and the board of the company to promote and allocate mid-level management staff and offers accurate appraising standards for evaluation of the staff. This paper attains some research achievements and applies and implements put them into practice. This paper also provides references for the group, state-owned and private enterprises and even party and government organizations to build an evaluation system for top-level management staff and common employees.
