The sustainable development of enterprise groups is great significance to the development of national economy.However,the overall efficiency of human resource management(HRM)is poor within China’s large enterprise groups and has large gaps with that of the international best ones.So it is quite necessary to improve the situation that enterprise groups are now lack of the evaluation theory and method of human resource management quality(HRMQ),in order to maintain healthy and sustainable development of their HRM and to further promote the core competence of these groups.Therefore,this paper combines the theories of HRM,quality management with maturity theory,explores the factors that influence HRMQ and the HRMQ of enterprise groups,has conducted a thorough study on the evaluation mechanism of HRMQ in enterprise groups.Details are as follows:By introducing the maturity theory and then combining it with HRMQ,the research puts forward the maturity levels o f HRMQ concerning enterprise groups and the enhancement mechanism of maturity level.The paper raises the framework of evaluation index system about HRMQ in enterprise groups through the analysis on the evaluation dimensions of process and result.By the em pirical methods of quantitative analysis and qualitative analysis,it conducts an exploratory and confirmatory study on the framework of HRMQ evaluation system concerning enterprise groups,works out the evaluation index system and then describes the connotation of different indexes.The theoretical model of the evaluation is raised.And combined with the maturity levels of theses groups’ HRMQ,the paper defines the evaluation standard and weights of different indexes,builds the evaluation model of groups’ HRMQ and establishes the level standard and the key dimensions of HRMQ maturity of enterprise groups.Adopting the method of empirical research,based on the given evaluation standard,weights and model,the paper analyzes the relation between the results of HRMQ evaluation and the organizational effectiveness through the empirical judgment to the HRMQ of 19 firms.And then it infers that organizational effectiveness is highly related to the evaluation index system,evaluation standard and evaluation weights and thus raises the common route for the promotion of different levels.This paper studies the theories and methods relevant to the HRMQ evaluation and to some extent would promote the development of HRMQ evaluation theory.It also provides the operatio nal model and methods to the evaluation of enterprise groups’ HRMQ,helping making up for the shortcomings such as the low efficiency and poor quality of HRM work in the current enterprise groups.This study has some theoretical and practical significance to maintain sustainable development of large enterprise groups and to promote their core competence.
