With the deepening progress of the economic globalization and the rapid development of technology involution, great changes have been brought about. The products’ life-cycle has been made shorten, and required resources especially knowledge have been increasingly globalized and diversified. Enterprises have to meet the complicated and changeable demand of consumers. In the era of knowledge economy, the high-technology industry has been great driving force to international competition. Because of complexity of technology innovation and industrial division, the enterprises itself couldn’t complete all the production. And then the form of alliance have been founded and quickly developed in a few decades. In order to heighten the key competitiveness, improve the technology innovation ability and raise the transformation rate of R&D results, break through the key generic technology which restrict the development of industry, our nation began to set up technology innovation strategic alliance since 2007 which the main body are enterprises. Opposed to the traditional Enterprise-university-research Institute Cooperation, the new term of alliance is more of innovation. Meanwhile, as the leading role of the world economy, transnational company has a competitive advantage in market, technology, talents and so on. To be better involved in the international competitions, on the one hand, we should strengthen cooperation with multinationals.On the other hand, it is also urgent to set up our powerful multinational firms to expand overseas. The MNCs’ strategic alliances emerged in 1970 s and have played a great role in decades. In response to the more complicated external economic environment, transnational corporations and strategic alliances should combine with each other, especially for the establishment of our nation’s Industry Technology Innovation Strategic Aliance.However, the MNCs’ Strategic Alliances have high failure-rate. One of the main reasons is that the strategic alliances and its members have bad performance management. China Industry Technology Innovation Strategic Alliance and regional unions have been increased year by year. For better developing our alliances, the performance appraisal makes great sense.My research works around the performance evaluation of the MNCs’ Industry Technology Innovation Strategic Alliance. In this paper, Firstly, we take a look at the existing research about domestic and foreign alliance performance. And then we illustrate the theoretical basis for alliance and the reason why alliance should be dominated by trans-corporation. Combined balance scoring card performance and Baldrige National Quality Award,we build up the alliance performance evaluation index system. There are five levels in the index system : financial level, customer and market level, flow level, growth level, leadership and social responsibility level. And then we use fuzzy comprehensive evaluation to establish a model for performance evaluation. After that the paper empirically testifies validity of the system by analyzing the case of the Telecommunication Development Industry Alliance(TDIA) as actual evaluating object. As follows are some suggestions. Finally, some corresponding strategies are raised.
