Due to the the continuing penetration of economic globalization, the distinction among business enterprises is becoming less recognizable, the closed mode of ’internal research and innovation’ that was originally implemented now needs to move towards openness. In order to enable a swift sharing and flowing of innovative resources within an organization and among its affiliates, modern-day enterprises need to start with the introduction and implementation of external ideas and knowledge.It was under the aforementioned background of globalization, that Technology Innovation Strategic Alliance (TISA) was developed. It provides enterprises and research facilities a proper mechanism that enables the cooperation among competing enterprises, and the resource sharing between the technology-possessing party (research facilities) and the market-dominating party (enterprises)."The Overall Implementation Program for National Technology Innovation Projects " was released by the Ministry of Science and Technology of the People’s Republic of China, along with6other state ministries and commissions in the year2009. In which TISA was recognized as one of the3main pillars for carrying out technology innovation projects, the one that particularly requires to be carried forward in the future. According to the definition given by the TISA is the ’technological innovation organizations formed by enterprises, universities, research facilities, and/or other organizations that operate in joint development, have complementary advantages while sharing benefits and risks. These organizations are formed based on the developing requirements of related organizations and the common benefits of various parties, their goal is to increase industrial technology innovation, and are protected by legally binding contracts.[1]Currently TISA, though still in its early infancy, with the support from local municipal governments, has managed to emerge in large numbers. However, further studies in areas such as the operation and development of TISA, the establishing of a satisfactory communication among its members, and the degree to which the output efficiency can be quantified, which are beneficial in assessing the effectiveness of TISA, are still lacking. Taking a look at the existing research works on TISA in recent years, it is found that a very limited number of works have been carried out with a focus on the performance of TISA, and the applicability of the evaluating indicators employed in these research works can be further improved.This paper starts with the pertinency, comparability and applicability of evaluations, in order to explore specifically the selecting of evaluating indicators and the specifying of evaluating criteria. Using innovative-enterprises-based TISA as the actual evaluating object, the paper seeks to create an objective, scientific, and applicable evaluating system, in order to assist authorities and enterprises in assessing the performance of TISA.The research conducted for this paper mainly focuses on the following areas:1.Integrating the definitions of innovative enterprise and TISA, the paper creates a performance evaluating frame for innovative-enterprises-based TISA. The definition, meaning, basic characteristics and evaluating indicators of TISA are also analyzed, hence the difficulties and focuses of performance evaluation are identified, establishing the theoretical basis for further evaluation, research and improvement.2.Applying the basic concepts of innovative enterprise and TISA, conjoined with projects carried out by Natural Science Foundation of China, this paper establishes both the evaluating criteria and methods, creating an performance evaluating system for innovative-enterprises-based TISA.3.Employing the theory of Fuzzy Comprehensive Evaluation (FCE), an FCE-based performance evaluating mode is established for innovative-enterprises-based TISA.4.Using the indicating system and evaluating mode established in the research, this paper also completes a case study on the applicability and performance of innovative-enterprises-based TISA in Yunnan Province, People’s Republic of China.
