The Research Of National Tax Institution Performance Evaluation Of City N

National Tax affairs Institution which undertakes the economical function is such an important department, the results of working efficiency, working achievements, service attitude and service quality of correlation staffs have an impact on the quality of tax revenue collection and financial resource scale which the government may control. It also affects relationship between our government and taxpayers. Nowadays, what is really important for Tax affairs institution to satisfy government and taxpayers, promote economy development of our country, and construct a harmonious society is to find out a better way to enhance achievements management and appraisal.Based on N city national tax institution’s history and current situation, it aims to analyze the problem caused by the method, the weight, the reliability and the validity of this appraisal. Then, it has pointed out the reason is the strategic mission of the appraisal is not clear, the appraisal lacks of casually related and balance, and the using of target design and results is insufficient. BSC, as know as the Balanced Score Card, is a strategic tool to effectively improve and solute the national tax problem in present stage of City N, because BSC is a quality synthetic evaluation system which is centered with organizing the strategic target, and takes cause and effect chain as analysis method. Therefore, BSC is introduced to present performance evaluation system of City N, and its feasibility is analyzed,constructed BSC model of N City national tax institution from more than one dimension of taxpayers, financial, internal processes and learning and growth.It also presents its strategic mission, dimensions, weight indicators, specific optimization oversight mechanisms and communication and feedback mechanisms for other aspects of the proposal.Effectively advance government achievements appraisal is not only essential way to enhance the administrative efficiency, but also the necessary way which must be taken to construct service government. In this paper, the concept of BSC may expect to N City national tax institution and even public sector performance assessment within the broader scope of providing information and reference.
