Beginning of the 21 st century is a critical period of building a moderately prosperous society and accelerating socialist modernization. During this period, economic development demand for land will be a long, protect land resources facing greater pressure and challenges. Of arable land resources in terms relative to the large population is very short and limited arable land resources to be made on the basis of significant economic progress and development will certainly bring the inevitable contradictions, arable land and development in advancing urbanization in a substantial reduction in quality decline even worse. Therefore, how to deal with scientific and rational relationship between economic development and conservation of arable land between the quest to strike a balance between the two points is an important issue to consider and study of the current and future development, research farmland protection Measures have a very important practical significance.The article is divided into seven parts, the first part of the introduction, mainly from the research background, significance, current research, and research methods. The second part is based on the concepts and theories outlined, including arable land, arable land resources and farmland protection concept is described by the theory of land scarcity,people to coordinate the relationship between theory and sustainable development theory to explain the necessity of the protection of arable land resources. The third part is about the status quo of China’s arable land resources and the main problems, mainly from the two aspects of the quantity and quality of arable land resources declined to describe faces,about the reduction in the number of people and land conflicts, poor quality, lack of back-up resources and related laws and regulations imperfect. The fourth part is to change the quantity and quality of cultivated land resources for a detailed analysis, including changes in the number of process flow and reduce the presence of differences in the spatial distribution, as well as major changes in the quality approach and regional differences. The fifth part is listed Yiyuan County in Shandong Province as an example, the case study based on the amount of cultivated land resources, changes in quality in recent years was the reason Yiyuan exploration. The sixth part is the analysis of the experience of foreign protect land resources, citing the US, UK and Japan, three countries, draw and learn fromthe experience in line with China’s actual conditions. Part VII is appropriate suggestions and responses to our existing arable land resources issues raised.Dilemma faced by the corresponding arable land resources will be on food security,ecological security of the country which requires that we should correctly grasp the changes in the situation of China’s arable land resources, correctly handle the relationship between the new situation of farmland protection and economic development, to protect arable land, to ensure national food safety, for the protection of arable land resources which are extremely important.
