From "Department Prior" To "Government Prior":Study On Food Safety Supervision System Of Pudong Local Government

Food is the most important material basis for human survival and development. Food safety related to the human health and life quality. It related to the social well operation and coordinated development. It related to the social civilization and progress. However, in recent years, food safety incidents emerge in an endless stream. Requirement from people that the government should strengthen food safety supervision is rising. How to strengthen the supervision of food safety efficiently has become a pressing problem.By case study, this paper attempts to carry on in-depth analysis to the transformation of Pudong New Area local government food safety regulation system. It gives rethink to the transformation of "department prior" food safety supervision system. It analyses the development status and the existing problems of "government prior" system and the problems of "government prior" system, and puts forward the countermeasures to the current "government prior" regulatory system. And it puts forward the strategies to the optimal path of the current f "government prior" food safety supervision system.Firstly, this paper analyses the food safety regulatory system background, the development of each stage and the basic characteristics of stage change in Pudong New Area.Secondly, combining with the various cases of local government in the day-to-day supervision of food safety act, this paper analyses that the main problems may be that various departments can not achieve "seamless docking", the functional departments can not seen and the local government can not do. Then it puts forward the existing problems and the reasons in the process of transition, and it is points out that the mains problems is that local government pursuits economic interests too much and lacks supervision power and it also analyses the reasons.Finally, this paper also tries to put forward some corresponding countermeasures, that is to namely perfect the rights and liabilities of "government prior" food safety supervision system, and to innovate this regulatory system, and to promote the construction of supporting system.
