A Study Of Urbanization Of Transfered Agricultural Population In Zhangzhou Taiwanese Investment Zone

With the accelerating progress of urbanization in Zhangzhou Taiwanese investment zone, a great number of transferred peasants flow from countryside to the city. They’ve made tremendous contribution to the city development and acted like citizens in many ways, however, they were not recognized as citizens simply because they registered as rural household. In 2012, Zhangzhou has accelerated pilot work in Gulei development zone and Taiwanese investment zone, which provided experience and examples for other districts by emphasizing on the exploration of reform of household registration system, equal exchange of urban and rural elements as well as balanced allocation of public resources. By the means of questionnaire survey, interview and document research, etc, this paper studies on urbanization of transferred agricultural population in Zhangzhou Taiwanese Investment Zone. Besides, the micro survey date is also used to analyze the current state and existing issues. This paper is also guided by related theory of Marxism and come forth several specific policy recommendations. The major achievements can be concluded as follows:Firstly, after exploring on the living situation of transferred peasants, the writers found out that they were not only on the edge of the industry and city but also on the edge of the system, which caused them to be a contradiction complex. They have devoted themselves to this rising city, while suffering a series of unfair treatment, such as the unrecognized identity caused by the dual household registration system, loss of interest of land flow, standard differences in social security, the lack of labor employment right and the weakening of public service. Secondly, judging from preliminary estimate and comparison of transferred peasants, the urbanization of transferred peasants in Zhangzhou Taiwanese investment zone still has a long way to go. According to related theory of Marxism, the urbanization of transferred peasants in Zhangzhou Taiwanese investment zone is not only the embodiment but also the extension of transfer of agricultural labor of Marxism theory, urban economy and urban and rural development theory and social justice view. Lastly, guided by the policy of related theory of Marxism and urbanization of the communist party of China, the writer has put forth some targeted advice for the urbanization of transferred peasants in Zhangzhou Taiwanese investment zone, such as speeding up reform of household registration system, Institutional Reform of Farmland, security system of Improvement of transferred agricultural population, improvement of the urban and rural unified employment system and realization of the equalization of public service supply.
