At present, our society is undergoing profound changes and tremendous transformation. The accumulation of social risk has brought unprecedented challenges to the traditional governance and ruling ability. In the process of adapting to the political, economic and social development needs, China Customs has suffered all kinds of unexpected emergency as the test of the reality. How to build highly efficient emergency management system and how to improve China Customs’ability of emergency management, is not only the need to maintain national stability and economic prosperity, also is very important to highlight China Customs’rule of law concept, to improve the whole management efficiency, and to establish a good professional image.The first chapter of the thesis expounds the research background, literature review, research ideas, methods and significance.The second chapter introduces the general concept and characteristics of the emergency, explains the general principles and procedure of emergency management, and analyzes the concept, characteristics, harm and possible causes of customs emergency.The third chapter introduces the current system of China Customs emergency management, affirms its positive significance and analyzes the existing problems and causes. Some case analysis was also carried out.The fourth chapter introduces the experience of emergency management both at home and abroad which inspires the thinking of how to improve China Customs" ability of emergency management.The fifth chapter, to enhance China Customs" ability of emergency management, puts forward the corresponding suggestions from the angle of consciousness, organization structure, operation mechanism, technical support and fund guarantee.
