In order to alleviate cities’ traffic congestion, alleviate the situation of cities’ environmental pollution, some domestic metropolis and big cities have introduced important measures to limit car consumption, the auto purchase limit policy emerge as the times require. Shanghai city in 1994 began to bid for the configuration of the private car license, and in 2011 February started the car restriction policy. In December 23, 2010, the capital, Beijing formally announced the "Beijing city passenger quantity regulation Interim Provisions", and then, within a few years, Guangzhou, Tianjin, Guiyang, Hangzhou and Shenzhen, these five cities also followed and released car purchase limit. NPC and CPPCC kicked off in March 3, 2015, the auto purchase limit policy were of people’s interest and concern. However, along with the implementation of the auto purchase limit policy, some problems also rise. Though the auto purchase limit policy to achieve the established objectives, play a positive effect. At the same time, it also has some negative effects. Under this background, this research is based on the negative effect of the auto purchase limit policy and Countermeasures for the center, trying to find out the policies to reduce negative effect, countermeasures to enhance policy effectiveness.First of all, this article from the general theory, the evaluation theory of the basic concepts, analysis the auto purchase limit policy policy’s content and based on it, a comprehensive analysis of the double effect of the auto purchase limit policy. Using Six Criteria of William Dunn’s policies for evaluating, introducing by the legitimacy of the index to form seven standard of policy evaluation. Selection of the government, the social public, the relevant enterprises three evaluation.
