Study Of The Problems After The Implementation Of Auto-purchase Restriction And Limit Line Policy

Auto-purchase restriction and traffic control policy have been implemented in Shenzhen since December 29 th of 2014.Through the two years' implementation of the policy,there are a series of problems,such as whether the policy achieved the original intention of controlling the motor vehicle number and relieving environmental pollution,how the social public,auto dealers and government departments evaluate the policy implementation,the adverse impact and existing problems in the policy,as well as the specific improvement measures.All the problems are worth of investigation and analysis.Two kinds of research methods are applied.The first one is questionnaire survey which is made to know the recognition and acceptance of Shenzhen people towards auto-restriction auto-purchase restriction policy,and the problems of the policy itself and the ones after implementation.The second one is interview.To understand the problems after policy implementation in the opinion of the government department and automobile dealers.After showing the implementation efficiency of the auto-purchase restriction policy in Shenzhen,the paper emphatically explores the problems after policy implementation and analyzes the causes.Based on the questionnaire survey and interviews,the paper lists the problems after the policy implementation respectively from three main body dimensions and conducts in-depth analysis of the reasons.From the perspective of the Shenzhen citizens,the main problems include the infringing the rights of free trade,and long-termed unsmooth license-plate lottery,constantly rising auction prices,and the increasing cost of auto purchases.Besides,from the angle of auto dealers,the main problems include seriously wounded automobile industry,4s shop survival predicament,and abnormal used-car trading dueo policy which disturbs the order of the Shenzhen market,and fewer sales of new energy and other energy conservation and environmental protection vehicles.From the perspective of government,the main problems include the great difficulties in policy implementation,government credit crisis triggered by policy attack.Finally,according to the problems,the paper puts forward the following targeted policy improvement suggestions: to establish and perfect the policy legislation,set the detailed rules scientifically,strengthen policy propaganda effect and conduct comprehensive traffic congestion management.
