Auto restricted purchase policy as a regulatory measure of government promoted vigorously,there is widespread controversy between academics and the media about the effect of relieving city traffic congestion and the negative effects of policy.Urban road as public resources,is related to all the public interest of public issues.Whether the auto purchase restriction policy can be recognized and matched by the public is one aspect of the effect of automobile restriction policy,which is the core problem of policy development and improvement,and the main content of this policy evaluation research.Therefore,in the view of the concept of customer-oriented evaluation model,we take it for granted that the audiences of the auto restricted purchase policy have been defined to be evaluation subject,this paper constructs the evaluation index system of auto restricted purchase policy.The evaluation index system consists of attitude and conduct as a first-level indicator,policy expectations,policy perception,policy awareness,co-ordination,commissioning and reverse behavior as a secondary indicator,as well as three indicators of a total of 17.Using quantitative methods to measure the degree of public recognition and cooperation on the auto restricted purchase policy,in order to optimize the auto restricted purchase policy and provide feasible recommendations for the urban traffic congestion.The results of the study found that the public on the introduction of the car purchase policy is the original intention of understanding;policy content is clear and easy to understand,the implementation of the policy is convenient;but the policy audience on the effect of car purchase policy is expected to be generally pessimistic.In terms of behavior,the policy audience coordination is not high,the auto restricted purchase policy will not reduce the public's willingness to purchase,but will delay the purchase time of the policy audience;For the choice of debugging behavior,mainly subject to economic constraints;In general,the policy audience is not inclined to choose the reverse behavior,however,there is a great possibility for the policy audience of no car to select the reverse behavior.Based on the data of survey,the conclusion is that the Guangzhou municipal government should implement the policy of auto restricted purchase,for policy optimization recommendations: strengthen policy advocacy;improve public transport construction;stability auto restricted purchase policy indicators;prudent treatment of policy adjustments.
