Electronic information manufacturing industry is the strategic, foundational and leading industry of China’s economy. It’s not only the technical support and material base to accelerate China’s transformation and upgrading, but also the technical support and material base of China’s economy and social informationization construction. It’s an important guarantee for national defense and national information security. The development of electronic information industry in China is ahead of the national industry in 2014, whose growth rate is 7th of the country’s 41 industries. In recent years, the development of China’s electronic information manufacturing industry’s structural adjustment showing the characteristics that midland and western region develop smoothly. Electronic information industry’ "12th Five Year Plan" put forward to optimize the industrial development layout, speed up to format a new growth pole.This paper takes China’s electronic information manufacturing industry as the research object. It firstly analyzes china’s electronic information industry agglomeration degree with location entropy index. Then it uses the factor analysis method to analyze China’s electronic information industry innovation ability. Finally it analyzes the relationship between the industry agglomeration degree with innovation ability using the method of Pearson analysis. And it uses the regression analysis method to analyze the relationship between the three main factors and innovation ability. It provides suggestions on promoting China’s electronic information manufacturing industry to take advantage of the existing cluster, forming new growth poles, and improving the technological innovation ability according to the result of empirical analysis.This paper calculated the location entropy index and the trend of location entropy index from 2005 to 2011 of our country’s 31 provinces in 2011. The research shows the spatial structure of the industry that the midland and western region develop smoothly. Meanwhile, the relative value of R&D funding, R&D full-time equivalent, external expenditure on R&D, equipment, expenditure on new products development, output value of products, sales revenue of new products, patent application, number of enterprise with R&D institutions, equipment of enterprises’, FDI, regional GDP are elected as original variables to set up an innovation assessment system. The research shows that the eastern coastal region has stronger technology innovation ability, which shows the same trend with location entropy index. The relationship between industrial agglomeration and innovation ability is mutual. They influence each other. Innovation input factors which reflect the innovative ability has positive impact on location entropy index.
