Weak innate character of agriculture in the national economy and the basic position of the decision of the agriculture must be able to rely on the support of the government has been developing. Under the current circumstances, China to develop agriculture, accelerate the process of urbanization, farmers move to cities, in order to complete the initiative, the financial capital has been gradually on some support to agriculture, but not enough to say only financial support, due to funding etc. as well as the government’s turn to management and operational issues, our performance of financial support for agriculture should also be studied. As the eastern city of Jiangsu Province, the economy is in a leading position in the country, and economic differences between southern, central and northern regions is more obvious, and therefore the performance of financial support for agriculture in Jiangsu Province is significant. Performance issues may involve a lot of financial support for agriculture, in order to facilitate research, but also to ensure the reasonableness of the study, this paper selected agricultural output, per capita net income of rural residents and the urban population accounted for three indicators for simple research.This paper briefly describes the background to the current agriculture and explain the significance of the performance of financial support for agriculture research. Then through the study of the performance of the previous financial support for agriculture conducted and summarized and presented in this article may involve a number of related theories, and its simple comb. Next, the status of financial support for agriculture in Jiangsu Province, was described by way of data processing, mainly from the absolute size and relative size of the two areas to illustrate, using error correction model and DEA for Fiscal Expenditure in Jiangsu Province in agriculture, rural and the extent of the contribution of farmers in empirical analysis, the main conclusions are as follows: Fiscal Expenditure has a positive impact on the per capita net income of rural residents; Fiscal Expenditure increased long-term and short-term has a certain impact on agriculture, forestry, animal husbandry and fishery output value; financial support for agriculture also exist between expenditures and positively correlated with the proportion of the urban population relationship, but the relationship is not very clear, fiscal Expenditure increased to a certain extent on the proportion of the urban population increases; DEA research methods showed that the majority of the entire city, Jiangsu Province, the overall efficiency is not high, but the pure technical efficiency, but comparison is high, low scale efficiency; the highest overall efficiency in Northern region, followed by the Soviet Union, Sunan lowest. In terms of pure technical efficiency, regional differences are not obvious, slightly higher than the pure technical efficiency southern region central and northern regions.For the conclusion, the paper finally gives financial support for agriculture to improve the performance of the relevant policy recommendations.
