In the times of knowledge economy, it is talent that determines the survival and development of technological enterprises. The outflow of talent will exert bad influence for semiconductor enterprise, which is a kind of technological enterprise, on the aspects of enterprise operating cost, employee’s morale, technical secrets and enterprise’s image. How to retain talents and bring their superiority into full play has become very important in the management of human resources and enterprise operation.In this article, taking the outflow of technological talents in A semiconductor enterprise as an example, it analyzes the condition of brain drain in enterprises by means of questionnaire survey and interview. Based on knowledge about the theory of modern management, human resource management theory, theory of brain drain and incentive theory as well as the researches of literatures at home and abroad, it puts forward the countermeasures and suggestions on preventing outflow of talents in the company from the perspective of human resource development and management.The outflow of technological talents in the company does harm to the long-term development of enterprises. Based on the principles of fair competition, people first and joint development, the effective countermeasures in dealing with outflow of talents are to implement rational performance appraisal, perfect details in salary rules and welfare, emphasis on talents development and career planning, contribute to local development of enterprises, strengthen the communication with talents and build up good enterprise culture.
