As the main means of transportation and national economic artery in China, railway transportation plays an important role in Chinese economic life, which is essential to the conveyance of bulk and significant materials such as coal, grain and fertilizer, and in times of rescue and disaster relief as well. It’s favored by passengers and the society for it’s an economical, safe and eco-friendly way of transportation, which can be seen from the crowds in every railway station during the Spring Festival and the "golden weeks". As an important infrastructure, it is of strategic importance to national economy and outstanding in promoting local development. With the mass construction of high-speed rail, the development of railroad has come into a new era.Locomotive being the guarantee of traction power for railway transportation, its basic maintenance is the main measure to ensure its well function. Due to its complexity, its maintenance is facing with great risk. Once the maintenance does not meet the requirements, accidents such as delay, halt and even derailment may occur, which will cause great economic losses and damage the reputation of railway transportation seriously.Based on the analysis of current condition and characteristics of locomotive maintenance, the thesis tries to apply project risk management theory to locomotive basic maintenance management, identifies and evaluates the risk of locomotive basic maintenance using Delphi and case analysis method, builds an evaluation system to make the risk evaluation more comprehensive, logical and with better levels, and puts forward corresponding risk preventing measures to avoid or lower the influence of the risk and reduce the loss cause by improper maintenance.
