With the development of China’s urbanization, marketization and industrialization process,Chinese residents’ income has been greatly increased since China’s reform and opening up.While the urban-rural income achieved gratifying results, the income gap between urban and rural areas gradually emerges, and maintains a high level.Although the government has introduced a series of income distribution policy to curb the income gap,but it didn’t really essentially completely reduce the gap between urban and rural incomes. The continuing high urban-rural income gap forces us to rethink the problems of the pros and cons between the development between urban and rural. To break the shackles of the existing urban-rural dual structure has become a breakthrough to solve this problem. At now,China’s urbanization has been largely expanded.According to the view of neo-classical economic theory, with the development of urbanization,it can promote the labor mobility and the urban-rural income gap will be convergeced. Therefore, how to achieve coordinated development of urbanization and urban-rural income gap is particularly important.Urban-rural income gap is not only related to the economic development of one country, but also tied the livelihood of nationals.Reasonable income gap is one prerequisite for the rapid economic development and the enhancement of national public happiness. And urbanization,as a necessary step to a national development, produces a full range of profound impact on social development.Through innovative urban development path thus narrowing the income gap between urban and rural to achieve both the development of economic and human will be both profound research value and important peoplehood value. This paper argues that the reason why Chinese farmers’ income is much lower than urban residents simply because the gap between the rights of Chinese citizens and farmers in China. And this gap itself is unequal, this gap itself is belongs to an institutional discrimination. The gap between farmers and citizens in the rights mainly shows in the main flow of labor rights gap,the gap between the rights of land ownership, the main gap in the market rights and the rights of the gap between the main public services. The development direction of China’s urbanization should be the development of population urbanization as the subject and development purposes, rather than purely land urbanization. The essence of populationurbanization is the transform between farmers and citizens, and its core is the equality of rights between the residents and peasant.Only to eliminate the rights gap between the development of Chinese farmers and citizens,to achieve balanced development of equal opportunities, the income gap between urban and rural areas can be reduced or even eliminated. Thus completing the high quality and efficiency of China’s urbanization process. In this paper,This paper will in-depth analysis the basic status of the income gap between urban and rural urbanization in China to carry out the income gap between urban and rural China through discussion with the urbanization of both transverse and longitudinal data analysis of the basic characteristics and evolution, and in-depth analysis of China mainly due to rural-urban income gap.It significantly affects the process of urbanization and development difficulties, but also discusses the theoretical and empirical aspects of urbanization on narrowing the income gap between urban and rural areas. Therefore,we believe that the government can completely abolish the household registration system,as soon as possible to rebuild the land system, protect civil liberties, rights and interests, improve the market economic system, and the transformation of urban and rural public service equalization of basic functions of government approach to innovation and the development of China’s urbanization, thus narrowing China’s urban-rural income gap.
