Hue Province in central Vietnam, natural conditions are harsh, natural resources are poor, capital are limited. So, in order to achieve industrialization and modernization, need mining human of potential, improve the quality of human resources. To improve the quality of human resource is to improve the wisdom, knowledge, occupational skills of the people, in order to workers equipped with new insights. At the same time, improve the quality of human resources can have a competitive advantage over other regions, is the search footpath, intercept conditions, with other economic center distance shortened development. In addition, improve the quality of human resources is to achieve the May 25,2009 political department puts forward 48/KL - TW the conclusion about the construction, development of hue province to target for 2020:"The construction of hue province become the city under the central government in recent years, is one of the central part of the center, is the national culture, tourism, science and technology, health, multi line, multi field, high quality education and training center. Strive to 2020, hue province to be worthy of the name is urban center for international, regional and national, is one of the Southeast Asian regional and national economy, culture, science and technology, health, training center".However, Hue province rural human resources didn’t respond to the demands of industrialization and modernization, most residents do agriculture, mainly is ordinary and simple labor, the quality of labor is low. So, in order to shorten the industrialization and modernization, prepare the necessary prerequisites for the formation of knowledge economy, hue province need synchronous policy to improve the quality of human resources.This thesis takes the human resources of rural hue province as the research object, on the one hand, through the hue province natural features, the present situation of the rural economic and social development to investigate and understand, including population present situation and characteristics, health, education and the status quo of the media sector, the current situation of the development of rural economy; on the other hand, conduct an investigation and analysis for the use situation of rural human resources in hue province, including the quantity and quality of rural human resources, found the existing problems of rural human resources development in hue province, learn from the experience China, especially the "three agriculture" policy of China, put forward in view of the hue province rural human resources development countermeasure and the suggestion, and hope for hue province development goals to make a contribution.
