Competency assessment is a new evaluation and analysis technology, which can effectively evaluate the staff ability, providing the direction for its development and for the enterprise human resources management. At present, domestic and foreign enterprises are carried out the research, but most are lack of system construction and system application, not to take effective. The electric power industry is the basic industry of the national economy, safe and stable operation of power grid and the people’s livelihood, economic development, social stability are closely related. Skilled staff specialized in the power equipment operation and maintenance, play the leading role in safeguarding and stable operation of power grids. With the continuous application of modern power technology, requirements on staff skills grid grow with each passing day, must continue to enhance staff skills post performance ability, to ensure the safe and stable operation of power grid.In this study, the position competency assessment of this theory system into the human resource management in power grid enterprise, take the G Power Grid Corp staff skills as the research object, using literature research, combed job responsibilities, job analysis, behavior event interview and the question investigation method, the research on construction and application of the post competency model, competency assessment system.This research is divided into three parts:First of all, to construction personnel skills competency model. Through combing to the skills of each post duty team, analysis capability, using behavior event interview, the question investigation and other methods, to obtain the staff competency evaluation index weight capacity, the establishment of competency model.Secondly, building skills of personnel competency assessment system. Competency model as the basis, the establishment of integrated evaluation of common consists of evaluation standard, evaluation organization, evaluation system, evaluation method, evaluation of test questions database and evaluation of information platform for integrated system.Finally, the post research skills competent personnel ability evaluation system in the application of G Power Grid Corp. In the hierarchy of needs, two factor theory, the correspondence principle of ability of human resources management theory as the foundation, design evaluation results in G Power Grid Corp of education and training, post use, salary management, human resources management module and the application of the strategy, promote skill personnel post their capability and performance improvement, promote enterprise strategic landing.The research field of this study enriches the position competency assessment, to broaden the management idea of the Power Grid Corp staff skills. The conclusion of this research is: the integrated use of competency to build enterprise staff competency model, the evaluation system is scientific and feasible, it has universal significance for the power grid operation enterprises.
